Ag. Chief Registrar Conducts Inspection and Familiarization Tour of Eastern Uganda Courts

The Acting Chief Registrar, HW Lamunu Pamella Ocaya, this week conducted a familiarization and inspection tour of courts in Eastern Uganda, covering the High Court Circuits of Kumi, Iganga, and Jinja.
The visits were aimed at enabling administrators to gain firsthand insight into the day-to-day experiences of court users and the practical challenges faced by Judicial and Non-Judicial staff in the delivery of justice.
During the engagements, Judges, Registrars and Magistrates across the various stations raised pertinent concerns affecting service delivery. Cross-cutting challenges identified included limited office space and poor infrastructure, intermittent internet connectivity, frequent power outages without alternative power backup, shortage of staff from the Office of the Director of Public Prosecutions (ODPP)affecting disposal of criminal cases, staffing gaps within the Judiciary, operational challenges in the use of the Electronic Court Case Management Information System (ECCMIS), lack of official vehicles, and outdated ICT equipment.
In her observations, the Acting Chief Registrar noted that while many Judicial Officers were compliant with the Administration of the Judiciary (Service)Regulations, certain areas required improvement. She pointed out instances where court sessions commenced late, no cases were fixed on Mondays and Friday sat some stations, obsolete items were not formally declared, and insufficient attention was given to maintaining a conducive court ambience.
She nevertheless commended the majority of courts for their resilience and continued service delivery despite the constraints. Bukedea Court was particularly applauded for eliminating backlog and proactively installing the Court Case Administration System (CCAS). Kumi High Court and Kumi Chief Magistrate's Court were also recognized for their exceptional ambience, with administrative staff noted to be smartly dressed and properly identified with official name tags.
HW Lamunu reassured Judicial and Non-Judicial staff that most of the challenges raised are known to Top Management and will be addressed progressively, subject to resource availability.
